Can't program ATTINY84 (QFN20) with Arduino

I have a pro mini setup for Arduino as Isp and have a heartbeat led so i know that part is working. I have the chip mounted on a small pcb and just matched the mosi miso sck and reset pins to the guide i was using. I can't get it to recognize the chip but i know ive got it hooked up right by the datasheet picture. So I think it might be because its a variant with different pins and might need different settings?

You don’t have a heartbeat when an Arduino is flashed with the “Arduino as ISP” sketch so that comment is a bit confusing. There are no changes required other then using the current pins which it appears you are doing. How are you powering the target chip?

Yes i only mentioned the heartbeat to establish that the pro mini has the ArduinoISP program installed and ready... though I have never got it to communicate with the tiny. Once it said its the wrong device. I tried a couple different tutorials with diff Arduino builds and had problems getting either to work but this one i tried first

for a UNO even though i'm using a mini. BTW i used the 5v from the mini which is attached to my laptop.
