I have a 15mF 25V Capacitor which is charged with a 24V 4A supply.
I want to measure how charged the capacitor is with my Arduino Uno.
How do I achieve this ?

How charged?
Do you want to know the charging curve?
I don't understand your question.
Thinking that every cap has a limit to store charge, I want to know whether my capacitor has been charged completely or not.

Why have you double-posted this topic? You already have an identical thread running in "General Electronics".
The only difference is that in the other thread you say the capacitor is 10mF.
You've been here long enough to know better.
Your question was well and truly answered in that thread. If you don't feel that it was, say so in that thread.
15milliFarad? That's a lot.
If it's not at 24V, it's not fully charged.
Use resistor voltage divider and measure it.
I'd merge the two topics if the system let me.
