the plates are outside the tank
Good, that is not the impression I got at the start. 
How about using copper tape stuck to the outside of the tank to make the two plates. Then they can be as close as possible to the tank. Several overlapping layers tacked with a small solder blob should do it. You ca always paint over it when you are finished.
