I want to control a 2400w heating element using capacitive switches/touch switches. Eg: touch one switch for wattage increase, Touch other switch for wattage decrease.

Yes, very do-able. There are a lot of chips available with built in capacitive sensing but none of them are in Arduino boards. You will need to Google for a circuit to add to your Arduino.

This is for a element in a boiler for my still, most use a ssr and a pot for controlling the element. I want to replace the pot with touch sensitive switches, one switch for power increase, another switch for power decrease. I want it in small power increments for precision. I've been told I can use a arduino uno for this?, program the uno to act as a pwm, is this correct?.
