Capturing IMEI data and sending it to a remote server over a wifi network?

What would the cost be to make something like this? I envision it just being plugged into a wall communicating with a wifi network and sending data to a server. I'm guessing this is all feasible but for how much?

The one thing I havent seen is a way to pick up IMEI numbers and the strength of the devices signal. Maybe someone could point me in the right direction?
