I was wondering what sort of lights I should use to get somedecent car lighting. My first aim is to outfit the sideskirts. I want to be able to have some effects...AKA KR scanning...going so the LEDs would have to be able to be controlled individually. Please help me. Thanks in advance. 
how big of LEDs are you going to use? RGB versions? if they use quite a bit of power, you could use MOSFETS and multiplex them, or if they are smaller; a Shift Register 8-Bit High-Power - TPIC6B595 - COM-00734 - SparkFun Electronics
im guessing multiplexing and some MOSFETs would be best for you from what i can get from your limited post.
