Are there cards with on/off switch? ¿What's the name of board?
Exactly what are you needing to do ?
I'm developing a project where I use a battery as power supply method but I want to make my project portable and not use the battery if the board isn't on

programmers, really?
why not? They accept a microcontroller or have one installed (see all links), have a ISP port to program, pins are exposed like on another "hobbiest" board - and have an on/off switch.
