The original Arduino Diecimila boards are made in Italy, so I guess they don't have a choice other than being CE/RoHS compliant
Agreed but it sure would be nice to have it written, confirmed, and backed up somehow so that I can convince my customers. How do I contact Arduino directly about this?

Not necessarily. You only need that to sell in a EU country.

Sure, maybe they take the effort of producing a bunch of arduinos with lots of lead and other nasty stuff and ship it to the rest of the world and then clean the whole factory and make the RoHS stuff
