When I write a sketch can I designate the COM number of the sketch ?
I know how to change the Arduino board number but if , shall we say, I wish to designate the sketch for COM 12 how do I do this?

To my knowledge, you can't.

The Arduino Web Editor does automatically associate each sketch with a board and port. The Arduino IDE does not. This is a feature that has been requested numerous times for the Arduino IDE but it is not a priority for the Arduino developers.
I believe that if someone from the community submitted a pull request for a well thought out implementation of this, the Arduino developers would give serious consideration to accepting it.
