Charge pump voltage shift Circuit Confusion

Hi, I am wondering what I should do with the "SHDN" pin on this 5v boost converter. Should I connect it to ground, or just not connect it to anything?

What does it mean in the second picture to not let that pin float?

It means that it must be connected to something that is either high or low, it should not be left unconnected.

@JeremyOne this is not a boost converter it is a charge pump circuit. A boost converter is something different, so I have changed the title of this thread.
