CHQ0038 IR failure? Arduino Uno

Hello Everyone,
Recently I purchased an IR receiver (CHQ0038) and I plug in everything but when I use some of the Arduino libraries out there I cant seem to get it to work. There is a fiberglass light on the small board that blinks when I press a button but the Arduino doesnt do anything
