The board is able to draw power from the laptop and appears to be functional, but the chromebook is unable to see the device whatsoever, checking chrome://usb-internals won't show the board, and the serial popup in the cloud IDE only shows a bluetooth headset.

Did you try
chrome://flags/#permissive-usb-passthrough
"Enable more permissive passthrough for USB Devices"
It's an enrolled device, I am unable to manipulate flags or view the chrome://flags page.

It's Disabled by default. If you could borrow a Chromebook where you could toggle it, and that solves it; then, well: there's your problem.
There's a not-great track record of things like this breaking for a while and then getting fixed, like this
Currently attempting to talk with my school tech department about the issue.

Switched over to the Chromebook, running 131.0.6778.241 (updated last week maybe?)
