Hello
My question is simple , I need the Arduino card to close a circuit between 2 wires connected directly to the card (running a low DC voltage) upon computer command .
I have read the thread http://forum.arduino.cc/index.php/topic,4360.0.html but I could not find a coherent answer.

The simple answer is to use a relay to close the contact.
Otherwise you need to know what sort of signals you have on those two wires in order to have a proper solution.
