Communication over 40km

Hello, I need to make two Arduinos to communicate at 40km distance. Unfortunately there are buildings between them and I have no possibility to put the antenna on a higher place than 15meters from ground. I know of Lora modules but I fear they will not be enough for this use. I am searching for an RF option so no gsm or Wi-Fi. I live in italy if this can be helpful. Anyone knows a solution?

GSM and WiFi are RF.

Both require some additional paid stuff (for example a SIM card) and this is something I want to avoid at all:

Increase the antenna height to 23m and you would (just) have line of sight for UHF comms, assuming there are no hills,trees or buildings etc in the way.

But with buildings in the way forget for UHF.

Maybe get a HAM licence and use some of the low frequency bands they have access to.

Unfortunately, a licensed individual would have to be present and operating the equipment at both ends of the link.

Text data (mainly sensors data) at the speed and packet size of Lora protocol. No other kinds of data

LoRa goes from 200,000bps (short range) to 5bps (long range).

But LoRa, like a great many RF comms systems, depends on having line of sight.

20bps will be more than fine

You can check if in your area there are nodes of any LORAWAN community. In my area there are 4 or 5 nodes separated about 10 km apart, with different ranges. They are in public buildings and also private or offered by volunteers.
If you are lucky maybe you can use some nodes.

check if you have "TheThingsNetwork" available.

if you are missing coverage, add your own gateways.
