Compiler hanging?

don't believe it's an A/V issue, as the compilation eventually does succeed, after a VERY long wait. If the A/V or Firewall was blocking it surely would not succeed, as this would indicate neither were doing their job ...
I believe it's an issue in IDE 1.8.19, as I had no problems in 1.8.15

White listing the temp directory could be worth checking
