Compiling Time Very Slow / Upload error

Hello,
I have tried to do my due diligence and spent 20+hours trying to resolve this, but have had no luck.
I had been using version 1.8.3 of the Arduino software with no problems for the last 1.5 months, when out of the blue it now takes over a minute to "verify" a blank sketch. I have tried putting the arduino, arduino15, temp, and all arduino folders I can find into the excluded list of windows defender. I do not have any other antivirus software. My computer is a year old and running windows 10 and has ample ram, memory, etc. I have tried deleting the folder arduino15 and running a deep clean using Wise Registry Cleaner, installing the same / older versions of the software. The first code block below is when i "verify", the second is when I attempt to "upload" it onto my microcontroller, which is a uno. Both are for a blank script that appears when you click "new'. My microcontroller does not have any physical damage and currently has a program on it running a servo motor, so I know that it works. When I open the serial port and type something into it and click send, the RX light on the microcontroller lights up, and I have gone into device manager to confirm its driver is up to date. I am at a total loss here and contemplating buying a new computer. Any help is much appreciated.
