It depends on whether your phone supports USB host mode (Android 3.1+), and you have the appropriate cable for your phone. I have a Samsung S2 (t-mobile version), and I have installed a few apps, but I haven't used them in awhile.
I have the Arduino Uno commander installed (https://play.google.com/store/apps/details?id=com.primavera.arduino.listener&hl=en), which is a simple monitor for USB serial ports.
I also have the USB Serial Monitor Lite installed (https://play.google.com/store/apps/details?id=jp.ksksue.app.terminal&hl=en).
I have the ArduinoDroid installed that gives you the Arduino IDE, but I don't recall using it (https://play.google.com/store/apps/details?id=name.antonsmirnov.android.arduinodroid&hl=en).
There is also Arduino Commander (https://play.google.com/store/apps/details?id=name.antonsmirnov.android.arduinocommander&hl=en) which I don't seem to have installed.
While you mentioned the USB cable, bluetooth is also a possibility. I have the Bluetooth Controller (https://play.google.com/store/apps/details?id=apps.BT&hl=en) for use when I have the Seeed bluetooth shield mounted.
