Control ESP32 via bluetooth and Arduino Cloud or Blynk

I have an ESP32. I want to send signals from my cell phone via bluetooth. I just found this tutorial (Using Arduino IoT Cloud with ESP32 | Is it better than New Blynk 🤔 - YouTube) that explains how to do it using Arduino IOT Cloud, but the problem is that it only does it from the wifi network. I want to be able to do it anywhere without having to configure WIFI in X place, I want to do it fast, with bluetooth.

Is it possible to do it with Arduino IOT Cloud or with Blynk? I search as fast and simple as possible.
