How can I develop arduino than can turn on/off any Air-Conditioner without the remote control (i dont have the remote control but still want to turn my A/C on/off)

"Any" is to broad...
A central hoe air conditioner is controlled by relays & switches in the thermostat and if you can figure-out the wiring you can wire-up more relays to "take over". (There is standard wiring and color coding, but I think there's more than one "standard".)
...The thermostat is low-voltage and those low-voltage relays are triggering higher voltage & current relays in main system.
