Obviously you have no electronics experience or you would know that if you want to know if it is regulated or not you just measure the voltage with a meter , WITH & WITHOUT a LOAD. If the voltage is approximately the SAME , WITH & WITHOUT LOAD, it would be safe to say it IS REGULATED. If, on the other hand, the DIFFERENCE in voltage WITH & WITHOUT load is significant, then you would have to conclude it is NOT REGULATED. Since you so sure about your circuit, why are you asking
