Did you measure the output voltage of the adaptor , with and without the fan connected ?
Do you know how to find out which pin on the adaptor is the GROUND , not GRID (have you been working with vacuum tubes?)
should i connect the gnd of this adapter to my arduino ground pin or not? will it be safe?
