Controlling an Arduino with the computer

I am going to purchase an arduino uno and a 2relay board to but I was wondering if I could have the Arduino change the relays with a signal from the PC?

We will be using Lab View to write a testing software and need basically to write a program that will have both relays on till I receives a signal, then change to the next configuration.
