Controlling Existing DC Motors With Proportional Joystick

I am working on a project where I need to smoothly control two low-voltage brushed, dc motors with a joystick. I have an inexpensive powered pan/tilt module for cameras, but the controls are lacking and I want to improve them. At the moment, there is just a button per direction, and a carbon slide resistor for speed control. I think this system was designed for photography, and not video, so the starts/stops are horrendously jerky. The camera needs to be remote mounted, but running wires is not a problem so if that would be more reliable I am all for that over some sort of wireless setup. I am open to any kind of control options as long as they can provide the smooth proportional control I need (ie, xbox/ps controllers etc are fair game)

I have never messed with Arduino before, so I don't even know where to begin, but it was recommended to be by a friend as being a possible solution.
