I have a fresh install of the Arduino IDE 2.3.2 on a windows 11 machine. I cannot connect my Arduino UNO due to the following error.
Could not install Arduino AVR platform: Error: 13 INTERNAL: Server responded with: 403 Forbidden
I have tried opening the IDE as administrator and I receive the same error.
When the IDE launches, this is what shows in the output:

I doubt your problem is related to the libraries that you mention. How did you install the libraries?
What type of install did you do? Single user or all users?
Which IDE did you download? Exe, MSI, ZIP?
Note:
I'm not using IDE 2.x at the moment and can't help but the info might be relevant.
So, I installed the Arduino IDE using the .msi package downloaded from arduino.cc.
The libraries listed were automatically downloaded when I first opened it after installing the IDE. The only package that didn't download is the arduino:avr.

I'm facing the same problem with IDE 2.3.2 on Windows. I downloaded both the .exe and .msi IDE and still get the same issue. Tried changing networks and running as administrator as well, nothing seemed to work.

No, but I have a suspicion that that particular package comes from a different server that is geographically blocked. I was able to change networks and get the package to download. I have not started a conversation with my IT admin to see if he can tell me what the arduino IDE is trying to hit.
