I couldn't power my arduino using DC jack or vin. However it works fine when connected using a USB cable or when positive of 9v battery is given to 5v and negative to ground. I tried the same with another arduino and still couldn't power it. I checked the DC jack with multimeter and its working fine. Likewise, the block battery works fine too. I am completely lost, frustrated and confused. Help me!
Is there any hardware like displays or whatever currently attached to the Arduino?
Oh, and I seriously hope you are not really connecting a 9V battery to the 5V line. That is a sure way to fry the processor. There is a reason why it's called 5V.
I checked the DC jack with multimeter and its working fine.
Does it measure about 9V? Or, are you loading/draining the battery?
With 9V into the barrel jack, what do you read on the Arduino's 5V pin (referenced to the Arduino's ground)?
Those 9V block batteries are for smoke alarms, not Arduinos.
Even a brand new one won't power an Arduino for long, and if yours has been around for a while, perhaps not at all.
We still have absolutely no idea what he means by "powering it".

What voltage are you trying to put in the DC socket?
Is the polarity of the socket correct.
Do you have a DMM to check the plug polarity and voltage.
