Cuomo is an idiot so let's get that out of the way first.
Years ago we provided home health care for my mother in law. As her conditions deteriorated more and more devices came into the house and her room. The ventilator was among things connected to a tracheotomy tube. The difference between a ventilator and for example a respirator is pretty much that a vent machine thinks. When a patient can and is breathing on their own the machine just mild assist and if the patient can't breathe the machine does it for them. The amount the machine assist is rated in a percentage.
Anyway as assorted things came in I am looking at the electric needs and thinking while most of this stuff has batteries the backup time is short lived. The vent had an internal 12 volt battery good for 20 min. Then you "bag" the patient and good luck with that. Bagging means you hold a bag and squeeze over and over again, breath after breath. After about 5 min of that every muscle in your hand is screaming for mercy. Cuomo has no clue what any of this is about or what is involved. I bought a generator and have had backup power ever since.
Actually the idea of vent machines was addressed years ago but sadly for assorted reasons never took off. They were planned for just a pandemic as we have now. Train the National Guard to bag a patient?

If you have enough soldiers you could keep people alive. But each soldier needs PPE, and a respirator.

Cuomo clearly states this exactly.

Now, I have a question here, does Bagging solve our issue in case of corona virus.
I just talked to a medical student who said we use bagging in cases where the case is not too critical.
Can someone guide me here, only if I come to know that bagging will solve our problem to large extent,then I am down for the job

Por ejemplo, en España, ha habido un grupo de personas que tenían impresoras 3D, y se han puesto a imprimir pantallas de protección, han conseguido 5.000 unidades en una semana, las han levado a un Hospital de Madrid, y las han rechazado, por no estar homologadas.
En este momento, solo las empresas autorizadas por los distintos gobiernos, son las que únicamente pueden hacer este tipo de productos, por ejemplo General Motors, en Estados Unidos, SEAT, en España, y siempre después de pasar los controles de homologación.
La intención es buena, pero en la mayoría de los casos, está condenada al fracaso por la burocracia de los distintos países, y los distintos intereses económicos alrededor de ese producto.
Tenga en cuenta que cada respirador que se utiliza en una Unidad de Cuidados Intensivos UCI, vale en el mercado entre 25.000 y 30.000 Euros, al cambio entre más o menos 24.000 y 29.000 Dólares USA, cuando el coste real con motores reutilizados y Arduino, no llega a los 200 € ninguno de los proyectos que se han construido en casa, con toda la buena intención, los dejan utilizar en los hospitales, por lo menos en Europa
