Custom breakout - steppers, enc, relays...

I currently build machines using an enclosure and IDEC PLC or arduino with breakouts.

I would like to build or find a board that is ready to plug in and use. The time spent wiring up the enclosures is terrible.

I like the ATmega2560 chip.

INPUTS:
20 (with pull up)
9 interrupt (encoder A,B,index x3 )

OUTPUTS:
3 H-bridges (3 dc motors 2A)
20 relay outputs (12-24v 2amp each)
3 stepper controllers (3-5amp steppers)

I work in automation, So i would like to have a strong system that can handle power spikes and continuous use. Also, i cannot use jumper pins. There must be a bank of screw terminals or plugs for connections.

Does something exist?
Any suggestions on adapting anything currently on the market?
Does someone want to help me build it, (I will pay)?

figured i would aim high.
I already made a board to drive 2 steppers and 2 high voltage outputs. I know it is more advanced, but it shouldn't be too hard.
