Cutedigi Quad-Band SM5100B Cellular Shield

I recently got this shield but cannot seem to get it work. What I want to know is if my method is wrong, or if the SM5100B-D is faulty.

My method: (according to the tutorial provided)
Remove ATMEGA on Arduino so that serial port can be directly monitored
Set RX jumper to MRX and TX jumper to MTX
Power using a 12volt 0.9amp wall adapter, through the power port on the arduino
I also have an antenna and working SIM card inserted.

I have not been able to get any response on the Arduino Serial monitor or the "X-CTU" modem monitor, even though I have tried all of the Baud rates.
What could be the problem? Thanks

Good news! I got the chip to work after hours of trying different things. It seems that a setting in the X-CTU was the problem
