There's a lot of information on using that sensor with Arduino, including libraries on the adafruit page for what I think it the unit you have ( https://www.adafruit.com/products/1334 ). Check out the links to "a detailed tutorial" and the arduino libraries. That's where you should start.
Oh, and you're looking at things that are already lit up, so you do not want to use the white LED on the board - that will just make it harder to detect the traffic light.
You realize you're going to have to get that way up close to the traffic light, right?
We have to make a little robot car who can detect traffic lights with the RGB Color Sensor with IR filter and White LED - TCS34725. Can somebody help us with how we have to program that in arduino?
Just so you know, a colored led with colored bulb and a resistor can detect light in the bulb's color band.
