My concern is that isUpdated will be changed to true even if the GPS doesn't have a fix. However, if you've done this before with TinyGPS++ I will certainly defer to you.

As far as TinyGPS++ goes I've never used it. If you're bored enough to read the entire TinyGPS page you'll see I have used earlier versions of that code a few times though.
I'd try the code I posted just to see if it works... you should be able to tell if the LEDs are lighting correctly or not based on the serial output. I wouldn't think that IsUpdated would return true without a fix but I really don't know.
And even if I'm wrong and I don't have the code 100% right, I posted enough that you should be able to have a fairly good idea of how things could be done. I'm not saying this is the best way, just a way.
