Ok I try to clear it up more precisely.

In first step I try to find out how the things are working in your sketch, and record it in board without change.

Before I speak about the Multimeters value, lets clear wether I connect the pins in right way.

First:

Its probably output.

I put it on the H bridge pwm's pin but nothing happens....
The ledsare blinking and the switch is light up the led also as in explanation.
