First of all, that effect was almost certainly generated pyrotechnically rather than electrically. Electric sparks of that size tend to be associated with quite lethal amounts of energy, which the special effects industry likes to avoid when possible.
Secondly, there's a good chance that it was added in post production, rather than live.

Ah, I thought that might be the case but I don't know the first thing about pyrotechnics. Definitely interested though! I doubt the device in the video was done post production (I've seen a lot of behind the scenes stuff of the show that makes me think this). There was an explosion they did on Red Dwarf that went wrong once. One of the actors ended up with a big welt on his face because of it.

How big a spark can you get that isn't too dangerous?

Can we do pyrotechnics triggered by Arduino then?

Why are you so hell bent on defending the Earth from my hobbyist projects? If I wanted to kill someone I could freeze a French baguette, clobber them over the head with it, and then eat the murder weapon - no electricity required. I'm asking about props like theater or TV studio technicians might need to build.
