I'm not aware of TV or movie prop techs building EMP devices to take out an entire city block, and I do not honestly believe they would still have their job if they got caught asking how to do that. This isn't on me. You started this post asking how to do that. I gave you an opportunity to deny it and you admitted you DID want to know so that's where we're at. The question we should be asking is why are you upset about me asking that question ? Is it a question you don't want asked ? If clarify all your requests with the qualifier "I am not interested in anything dangerous or that could hurt anyone or that could disable electronic devices in a one block square area ..." then we're done and I can put my cape (and tights) away until the next time...Your youtube video spark example is not something I think you should be asking about because to looks to me like something unsuspecting individuals would not appreciate. Your attempt to play it off as a joke prop doesn't fly with me. You shouldn't be asking how to do that. If you had a pyrotechnic license you would probably already know but then you would have had to have a background check to get the license.
