you might be able go tell the difference between no signal and signal using sound inputs.
eg, no sound or "snow" sound = no signal
normal tv sound = signal
what do you want to do, really?

I'm assuming that static sound as a signature that is different from speech, silence, as on most modern tv is, well, obviously different.

The question did not mention additional hardware. And I doubt that the SparkFun board can do MHz signals (as stated in the opening post).
