Device won't add to IoT Cloud

I have been trying to add my Arduino Mkr1010 to the IoT Cloud. I have create agent downloaded and installed, the Mkr1010 works in the Arduino 2.0 IDE verifying and uploading sketches. Blink test works in the web editor for Arduino Cloud and in the Arduino IDE. When I go to the add device page in the IoT Cloud it finds the device, I click configure, it passes step 1 of upload a sketch and then immediately fails step 2.

I uninstalled and reinstalled Create Agent multiple times.
I ran Create Agent as administrator.
I reset my computer several times.
I unplugged and replugged the device in several times.
I pressed the reset button on the board twice but I think this caused issues because I was stuck at step 1 for a while.
I tried running Arduino Cloud in Chrome and Firefox.

I'm unsure what else to try at this point.

Take these basic steps:

  1. make sure that you use a very good quality "data" USB cable to connect the board to the PC. if you use charge only USB cable or a bad data USB cable, it won't work. So, try a different cable.
  2. Unistall Create Agent following https://support.arduino.cc/hc/en-us/articles/360014869840-Uninstall-the-Arduino-Create-Agent and then reinstall it following https://support.arduino.cc/hc/en-us/articles/360014869820-Install-the-Arduino-Create-Agent
  3. Now try adding the device to the Iot cloud following https://support.arduino.cc/hc/en-us/articles/360016495559-Add-and-connect-a-device-to-IoT-Cloud

It works under my cloud but when I try to use it on my college's cloud it stops on Step 2. The web editor works on my school though, it recognizes the device.

It went through all the steps perfectly on my cloud and works on my cloud only, not the school one which is the one I'm trying to get to work.
