I will reply to my own request for assistance:
The MiniQ was working properly and the programs were uploading properly. Running the serial monitor and reading the compiler/upload messages confirmed that. Blink, as written will not work on this device. I expect the lights to flash when uploading, but this does not seem to be a factor.

Arduino IDE is a really good program. Taking the time to read through the troubleshooting manual is a good investment.
