One is common anode, and the other is common cathode.
Edit: Common anode means the anodes are all tied together, and the segment is lit when the anode is connected to power and the individual cathodes are grounded through a resistor.
Common cathode means all the cathodes are tied together, and the segment is lit when the cathode is grounded and the anode gets power from V+ through a resistor.
Different manufacturers are free to choose whichever pins they want for their designs. There is no law that they must all choose the same pins for the same purpose.
This is the question you should have asked in post #1. Only now is your question beginning to make any sense.
Maybe you cannot use either of those that you posted the images of. The display on the tm1637 may not match either of them. Also the spacing of the pins may not match.
