I assume something like this is difficult to build yourself... Light travels so fast that the microcontroller can't time it.
Yes, if your laser device can be pulsed by your Arduino and if you have a receiving device that can indicate it received the reflected light from your laser.
Once you subtract the laser delay time and the receiving sensor delay time, you can measure the exact time the light takes to travel twice the distance. Then you can compute, not measure, the distance.
