Divert closed captioning on TV

I have a great commercial application where I need to divert closed captioning on TV to another output device (like an LED device). I am nothing but an idea/business guy and know almost nothing but feel that the solution lies in an Arduino project. Where can I post a "paying gig" project where I would hire someone to develop my idea?
