Do optical encoders with low friction/stiction bearings exist?

From searching online it seems that most are using generic steel bearing races with rubber contact seals. Manufacturers typically don’t bother specifying the required starting or running torque, or the rotational inertia as the assumption is that this will be tiny compared to that of the machine driving it.

As a last resort I could disassemble one, rip out the seals and replace the grease with oil, or even replace the entire bearing race with a dry running ceramic type.

Most reputable manufacturers specify the torque in their datasheets. Like page 55 here. https://www.heidenhain.us/wp-content/uploads/349529-2H_Rotary_Encoders_en.pdf
