These are called break-out boards.
If you can read an ID on the chips then search for and post a link to the data sheet.
The second one has a Serial output. Connect it to an Arduino, find out the baud rate and what it sends.

Did you know the id of these parts? I've been trying to search but nothing found.
Since they interface it to an AT89S52 (40-pin PDIP 8051 clone) in their example circuit I would guess that the processors on those boards are 8051 clones (28-pin and 20-pin).
Are you trying to reproduce the board to interface to a blood pressure cuff?
No, I'm trying to buy those parts but, I don't know the part name.
I think the whole setup is called "Sunrom Product Code 1437". I don't think they sell just the board.
