Does the cortex m3 have usb capabilities?

"Cortex m3" is a microcontroller architecture, not a specific chip. Whether it has USB or not depends on exactly which chip you have. The stm32f103cbt6 DOES have USB, and can support a USB bootloader, mostly. (It has a built-in serial bootloader, and you can make a user-programmed USB bootloader, but it's a bit tricky.)
