Does the LED on pin 13 blink during uploading?

I got my arduino only 3 days ago and I've noticed that the LED on pin 13 blinks a few times while a new sketch is being uploaded to the board. I would like to know if this happens on all boards or whether this is something that needs fixing..
(I'm not referring to the issue where uploads fail and the LED blinks continuosly.)
