I did a search and I see bi directional level shifter with unidirectional signal...
The only I way I can think of making one is by using relays...
Can anyone direct me on this?

Bidirectional CMOS switches can be wired up with additional selection logic to perform as you wish. OF course signal voltage range and current capacity has to kept within device specifications.

It's basically the same device in the drawing I linked to. It is for whatever application one uses it in, not just for serial data, but could work for that. Again one has to be sure the device can handle the voltage swing and current requirements of the signals.
