i understand i need shift registers. if i can perform this on an uno board, is it the same on a nano board? difference is the mcu board is smaller?

As far as I can understand, you're still able to use the display on the Uno. In fact, you'd be able to use them on just about any Arduino board again as far as I can understand with little change in the code.

The '328P is the same processor - pinmapping for DIP or SMD is the same, only the packaging is different.
Physical board size varie as as you noted.

$200 - wow.
How do you know shift register is needed? Do you have a datasheet on the part? I didn't see one referenced at the e-bay link.
