Doubt aluminum electrolytic capacitor

aluminum electrolytic capacitors have a slow leakage current and manufacturers recommend energizing them after 2 years If aluminum electrolytic capacitors are used and manufactured in the early 90s and assembled in an electronic circuit, does this recommendation not work?
