I tried to download and install the ESP32 board manager but it keeps showing me this error:
Error: 2 UNKNOWN: Get "http://downloads.arduino.cc/tools/dfu-util-0.11-arduino5-windows_386.tar.gz": read tcp 192.168.106.165:52827->104.18.43.244:80: wsarecv: An existing connection was forcibly closed by the remote host.
and when I have download the file that it says but the erroe remains..

I assume that you are trying to install support for ESP32 boards rather than downloading the Board Manager
If so, what URL have you used in the Additional boards manager URL dialogue ?
The correct URL is https://raw.githubusercontent.com/espressif/arduino-esp32/gh-pages/package_esp32_index.json
