I ran into an issue which I found to be common among users of this forum with windows failing to install the Arduino Uno drivers. However, unlike many other users it was not the same issue I experienced. I am using Windows 8.1 and apparently unsigned drivers are off by default. In order for the installation of the drivers to complete successfully you must disable driver signature enforcement. This can be done by following the tutorial found here.
