Driving bicolor LED from one I/O via 74HC595 shift register

So I'm still confused by the numbers. 5 x 125s driving 9 595s.

If we are only buffering the CS then that means 5 x 4 buffers = 20 buffered CS outputs. How does this feed into 9 x 595s ?
