Well, it seems like that. Here is a board I designed last year which shows the cutout in the image shown on the jlcpcb website;
Compare that with the board I just made and uploaded to jlcpcb;
*The blue pc board shows only the silkscreen outline that I drew around the area of where the cutout should be.
I don't really understand why, however tech support told me that the cutout on the blue board will be cut.
